I believe that you hit a known problem with OLEDBProvider, reported in Teradata's DR 93218. The problem has not been resolved yet. I would suggest to contact your Teradata account team and escalate the issue. We hit the same problem in our .NET/ADO.NET applications and we simply switched from OLDBProvider to ODBC.
