Enabling Access Logging feature for the first time requires running the optional DIPACC script and a database restart. DBQL feature is enabled
by default, though if you don't have "Long QueryID" option set in DBSControl you may want to change that (which does require a restart to
activate).
Once enabled, you can change logging rules for either Access Log or Query Log without a restart.
