  I am kind of interested to know how to read this hint b/w /* and */ - i.e what is it that I am trying to tell the Optimizer in this case.  


Hints is a separate discipline within Oracle. Mastering it can take a long time and if you want to stay on top you have to follow recent developments etc. Company's policy changes all the time, from declaring hints to be the last word in technology to outdated rubbish to a useful additional instrument for advanced users.

The hint above tells Oracle not to use parallelism while reading data from both tables, to use the specified indexes (but without parallelism) for the nested loop join of tables, in the above order of joining.
