There is a limit (120 per PE), but that doesn't seem to be the problem here.

08018 The session id is illegal.
Explanation: The session id specified in any request is not valid. Either [1] the session had never been logged on, [2] the session
did not reconnect within the gateway timeout period after a DBS reset, or [3] the session id is simply malformed.
