I don't know of any way to restrict a user from logging on more than x sessions. Especially for utilities like mload, fastload and fastexport.
However, you can use Dynamic Workload manager to restrict a user or group of users from running x amount of queries or sessions at the same time.
This tool used to be called Dynamic Query Manager. You can even make this limit based on Type of SQL (DML, DDL and SQL), Time of day and PLAN
estimates.
