There are several points of possible problems.

1) hosts file or DNS entry is not valid. One possible problem is an invalid id for the cop if using more than one address. Software is rolling to next ip to try after failure.

2) one of the ips defined in the connection of cop entry is not responding so it goes to the next one. Software is again rolling to next ip to get connection.

3) make sure your network has proper negotiation on all servers, routers and clients. Example is 100 non negotiate. This would normally just manifest itself in longer than normal return of answers.

4) There are probably other network settings that need to be looked at, but I ma not aware of those.

5) Make sure you are not having contention with the DBC tables. Keep these tables cleaned up. Also don't maintain them in high activity times.
