Is it possible to format a number using engineering notation (scientific notation in which the power of ten must be a multiple of three)?

For example, the following returns a number in scientific notation:

     select 15000 (format '9.99e+99') (char(10));

     1.50E+04

But what I want is:

     15.0E+03
