It might not be applicable to your situation, but we had a problem getting more than 40-50 type 3 connections on a JDBC gateway until we increased the "Windows SharedSection" parm on our Windows 2000 box:

It's in the registry entry:

     HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\SessionManager\SubSystems\Windows

Within this variable find: "Windows SharedSection=1024,3072,512" (not SharedSection) and change the third parameter value from 512 to something like 1536 or 2048.
