Whenever you specify a milestone time of 0.00, it tells PS that the query will remain in that AG until it completes. To get what you seem to be looking for modify the following schmon command From:

     schmon -p 15 R3 3 Q 1.00 34 0.00 33

To:

     schmon -p 15 R3 3 Q 1.00 34 5.00 33 0.00 32
