OK, those may be menus/options that are controlled by which TMgr profile you connect under. (This is a central [DBS based] profile rather that the local profiles used in older versions.)

The DEFAULT profile normally provides access to everything, but if your user is configured to use a different (Teradata Manager) profile it may be restricting what you can do.

Creating (Teradata Manager) profiles, setting what actions they allow, and aassigning them to users, is all performed using the 'Administer, Teradata Manager' menu.

(If you dont have access to those menus however it is unlikely you will have the required authority to modify the TMgr profiles.)
