 When UDFs first made an appearance, George Coleman of Teradata produced an "unofficial" set of them to mimic various Oracle functions.  One of
the main reasons for doing so, I believe, was to smooth Oracle-to-Teradata conversions by having equivalent functions to drop into place where
needed during such conversions. You may want to ask your Teradata representative to try contacting George -- or at least the correct department -- to inquire after a UDF to
replicate the functionality of the Oracle INSTR function (he did create some at the time).  I don't know what the availability of those UDFs is to
non-Teradata personnel.
