I have not seen a table definition (PI) nor the COLLECT that you are using, but my guess is that you are collecting statistics on multiple
columns. My experience with multi-column statistics seem to indicate they are based on the combinations of values in the columns and not the
number of rows. This may be what you are experiencing.
