Why? "Estimated with no confidence", which shows up in the second explain plan, suggests that (relevant) stats have probably not been
collected. If that is true, try to collect them. Perhaps that will help bring the plans closer to each other. I trust you have a good reason to
believe they should be similar; I for one would not bet on that.
