You need to have an account to create any incident with Teradata at Teradata@YourService. Alternatively, if you know your site PIN number, you
can dial a number provided to your site and create one. Once the incident is created, Teradata GSC analyses whether this is a known issue or not.
Only after it is determined to be a new problem, they create a new DR to track this issue.
