This just lets you (and Teradata support) know that someone had access to special dbscontrol settings that customers aren't officially supposed
to know or care about. Actually changing those settings can be a very bad thing if you don't know what you're doing. Since dbscontrol doesn't have
a read-only mode it logs a warning, but usually it just means your support person was checking something or maybe that the last time they did
something special they forgot to disable access.
