Depending the information available to optimizer, you see these confidence levels. Also, depending on the statistics on the join columns,
confidence levels vary. If you have current stats on the columns you join or select you may get high confidence. If you see more of no confidence
estimates, you may have to fix your stats first.
I also see difference in actual vs. estimate on 5.1.2.x. This may be fixed if you go to later releases.
