If this is mainframe, storage match to SQL INTEGER is S9(9) COMP and SMALLINT is S9(4) COMP.

Correct, but in more recent Cobol compilers IBM has provided COMP-5, which makes the fields equivalent to INTEGER and SMALLINT with no TRUNC restrictions.
