Check how the AMPs in the list of clusters for the "slow" archive are distributed across the physical nodes, versus how the "faster" archives are distributed.

Depending on exactly how your machine is configured, completely balancing the work may require assigning clusters to jobs in something other than sequential or round-robin order.
