If you select your identity column as UPI too, you will have a great even distribution, if is NUPI the distribution could be skewed if a very skew column is selected ( but is not you case if you select the identity column with NO CYCLE).

For performance, if you access to the data by REFERRER_ID either UPI or NUPI you will do a One-amp operation... Very performant in both cases... The difference will be the number of rows returned..
