In BTEQ you can set the error and severity levels as below

     .SET ERRORLEVEL 3807 SEVERITY 0;

your drop table statement goes here

     .SET ERRORLEVEL 3807 SEVERITY 8;

your create table statement goes here

When you set the severity level to 0 , teradata simply ignores the drop statatement even if the table does not exist.
