My understanding is that this 10%-rule is meant for the actual number of changes in the values of a column, not the table size per se. Your
algorithm is definitely useful but it is very far from covering all cases. I don't think it is possible to cover them from a pure DBA perspective.
In my opinion, data owners should be responsible for statistics collection schedules. They know when important data changes take place and should
provide the list of columns, indexes etc, together with the schedules.
