I think TDQM ( Teradata Dynamic Query Manager) is the right application for you...

Under some features......

The Query Management capability of TDQM is based on "rules" defined by the database administrator (DBA). All the rules are defined using the Microsoft Windows based TDQM Administrator utility, and they are stored inside Teradata in a set of database tables. All types of TDQM rules may be in effect at the same time, but each has an effective time-range specified by the DBA.

Object Access Rule: One kind of query management rule can be used to limit access to database objects (such as tables) or combinations of database objects. For example, access to table DB1.INVENTORY by Users with an Account of 'Sales' is prohibited on Fridays from 2 to 6 PM.

Query Resource Rule: A second kind of query management rule can be used to prohibit queries that are estimated to return more than a specified number of rows, take longer than a specified amount of time, perform certain actions, such as product joins or full table scans. For example, queries against DB1.MKT_BASKET_DTL that are estimated to take longer than 30 minutes to run, and which involve a product join, are prohibited every week day from 9 AM to 6 PM.
