           BEGIN LOGGING ON EACH select BY :username   ON :tablekind to

     Call DBC.sysexecsql ( 'BEGIN LOGGING ON EACH select BY ' || :username ||
     '  ON ' ||  :tablekind || ' to ' || :databasename|| '.' || :tablename ||
     ) ;

It should work
