The answers to these questions are somewhat dependant on your Teradata release. Reference the relevant Teradata RDBMS SQL reference Vol 1. for your release to find the RDBMS maxima/limits.

For V2R6

1. In theory there is no in-list limit however since there is a maximum SQL statement size, obviously there are practical limits

2. The maximum SQL request size is 1Mb.

I would also suggest you consult the TDATA-L archives on these topics as there are nuances relevant to these topics (such as when a SQL transaction contains more than one in-list clause under certain circumstances) that come up from time to time....
