Don't recall in which release this changed, but originally COLLECT STATISTICS would lock the table for write, collect the stats, update the dictionary, release the lock. That was OK as long as you had the luxury of off-hours batch processing.

But for some time now COLLECT STATS only locks the table for access, collects the stats, and then requests a rowhash write lock on the dictionary to do the update.

On the other hand, COLLECT STATS is fairly resource intensive (lots of CPU and I/O) so you probably don't want to do it during your busiest time.
