Unless I am mistaken, if LOC_ID is not part of the PI on the large table and it is the PI on the smaller table, the large table needs to be
redistributed by the PI of the smaller table in order for the join to occur.
What is the PI of the larger table and why was LOC_ID left out? Can you include LOC_ID in the PI?
