In our system, we have a user called SYSDBA under DBC that owns all non-system databases. It also owns a user called ALL_USERS, and all user
logon ids are defined under ALL_USERS. The Security Manual recommends setting up a user called SECADMIN under DBC to own all user logon ids. Is
it preferable to have SECADMIN under DBC or under SYSDBA? Are there pros and cons of either?
