The utilities FastLoad, FastExport, MultiLoad, TPump, and BTEQ all use the native CLI to connect and communicate with Teradata. It is just another communication layer much like ODBC and JDBC. If you have either FastLoad or MultiLoad installed and available to you the they will accept a flat file for input. You may also find success with using BTEQ or even TPump to insert your data as the volume seems to be on the lighter side.
