Does sysadmin.fastlog have information on what kind of lock is applied. I don't think so. Does the user have access to this table?
CREATE SET TABLE sysadmin.fastlog ,FALLBACK ,
NO BEFORE JOURNAL,
NO AFTER JOURNAL,
CHECKSUM = DEFAULT
(
TableName CHAR(30) CHARACTER SET LATIN NOT CASESPECIFIC NOT NULL,
DatabaseName CHAR(30) CHARACTER SET LATIN NOT CASESPECIFIC NOT NULL,
StartDate DATE FORMAT 'YY/MM/DD' NOT NULL,
StartTime FLOAT FORMAT '99:99:99' NOT NULL,
EndDate DATE FORMAT 'YY/MM/DD',
EndTime FLOAT FORMAT '99:99:99',
UserId CHAR(30) CHARACTER SET LATIN NOT CASESPECIFIC NOT NULL,
Status CHAR(40) CHARACTER SET LATIN NOT CASESPECIFIC NOT NULL,
RowCount INTEGER NOT NULL,
TotalAMPs SMALLINT NOT NULL,
UpAMPs SMALLINT NOT NULL,
DownAMPs SMALLINT NOT NULL,
Positioning BYTE(500),
HostMachine CHAR(30) CHARACTER SET LATIN NOT CASESPECIFIC,
WorkStationID CHAR(30) CHARACTER SET LATIN NOT CASESPECIFIC,
AMPArray VARBYTE(24576) NOT NULL)
UNIQUE PRIMARY INDEX ( TableName ,DatabaseName ,UserId );
