If they will not let you create views to lock for access then perhaps they can insert a line in their SQL statements to "Lock Row for Access" This will lock any tables for a dirty read within the query. If they will not allow you to perform this task in the database then they will have to perform this task at the application level. I have not heard of a way to perform a dirty read at a system level.
