Maybe my calculator rounded off a little but if I assume that this is #seconds since 11/23/1999 I get a time of 07:26:19. (Seems close)

174727579 seconds is 2022.309942 days.

.309942 days is 07:26:19 (seems too close to 07:26:17 to be wrong)

Going back 2022 days from 6/6/2005 gives us 11/23/1999 (I think)

so I'm guessing that's what it is. (Seems a very odd date to have chosen though.)
