  internally the DBS server operates in UTF 16 mode as well.  


If I understand correctly, this is not quite true. In V2R5.1, the server stores "Unicode" columns with 16 bits per character, but it does not support any character above U+FFFF. For instance, if you wanted to store U+200ED, which is a character from CJK Unified Ideographs Extension B, you couldn't. (In UTF-16, this would require 32 bits.)
