That's 'cause they're on Green WITCH time there. But for us Muggles, isn't that the purpose of all that horrid stuff associated with timezones and intervals in Ansi standard Timestamp fields? Yes, it definitely appears that Snape was on THAT committee. But is there someone out there who's messed with the 'zones? I did not pass my O.W.L.S. on transfiguring timestamps. But I think that Voldy-thingy guy is involved.
