You have an interesting question, and I can only assume by the lack of discussion on it that there must not be an easy answer. I don't have
it, but would like to hear what NCR's official position would be. Have you opened a ticket with the GSC about this? If not could you, and please
fill us in on the response?
I once opened a ticket when I thought the optimizer was generating a bad plan, and they had me collect some new, additional multi-column
statistics that fixed the problem. (Left to my own, I never would have thought the GSC suggested statistics would have helped.) I think when it
comes to the optimizer, solutions are generally situation specific. So maybe they can't (won't) explain why you are getting the bad plan with the
BETWEEN vs. EQUALITY, but there still may be a fix they could suggest.
