| the new users have been created on the database. is there an easy way to determine who has accessed a database over some period of time?

The easiest way I know is to query DBC.LOGONOFF. The columns are pretty much self-documented but you can always look them up in the DBC
Dictionary manual, if you need more information.
No object level details there, just the access history.
