By Performance Monitor they are refering to the client tools:

Teradata Performance Monitor (PMON)

or

Teradata Manager

If you do not have either of these installed you will have to use cnsterm as Michael suggested.

(It will be much easier - and helpful in other ways - if you install one of the available monitoring tools however.)
