Bill, Regarding your first question, any request made by a given user will operate at the same priority, i.e. the priority as specified in the user's account string at logon time. Updates, Inserts, etc. have receive preferential treatment. However, a rollback of one a transaction may run at Rush priority. This is determined via a DBS Control setting called "Rollback Priority". This setting determines whether rollbacks run at Rush priority in the default partition or run at the same level of priority as the submitted request.
