I think your equation seems correct but conclusion is wrong .

According to the numbers you gave 1000 rows qualify for 1 NUSI and 100 rows per block means , so for 1 NUSI it reads 10 blocks , so in this case definitely NUSI is faster than FTS (Full Table Scan)
