Packdisk can be limited to only consider a specific vproc through the use of the scope command....
I am not sure about your second question but if the question is what I suspect you are asking, then I would say the amount of disk is not
the important factor but how much data change/update activity you routinely have occurring in your system over time and the effect that may
have on what is basically a storage fragmentation question....
