As it turns out, the port was being held by xdm. This was figured out by examining /etc/.osm, which once upon a time I'd've been clever enough to remember for myself. We didn't get to try stopping xdm, starting Ambeo, and starting xdm, since there was fairly tightly-scheduled hardware work to be done on that node. Everything is happy now--even me.
