I may be wrong on that but if memory serves me well, the ANSI standard states that the outcome is undefined in this case. Anything goes.

From a logical point of view this makes sense because NULL handling is something that is or cannot be well embedded into the logic.

Think of it this way, usually you can state:

A = B => ! (A <> B)

In the case of NULLS this is really not true, as you cannot decide whether NULLs are identical or different; in other words, they do no constitute a value but rather the absence of information.
