The messages manual pretty well describes the issue. The mload insert statement doesn't match the target table.

From the Teradata Messages Manual (chapter 6 3000-series)

3813 The positional assignment list has too many values.

Explanation: The list of values given on the INSERT statement was longer than the list of columns present in the tables. This error occurs in the INSERT statement.
