In your example, there would be no reason to do the outer joins because all fields in the SELECT expression list come from Table A alone. But the following ANSI (Teradata) SQL would be equivalent:

Select A.ac1, A.ac2 /* presumably other expressions here */
from A
left outer join B
on A.ac1 = B.bc1
and B.bc2 > 10
left outer join C
on A.ac1 = C.cc1
and C.cc2 = 11;
