If the msi file really is missing then you have a corrupt package. (Unlikely if the same package installed OK on other systems.)

If you have a file association set up for msi files (with Windows Installer) then you should be able to launch the install by double clicking the msi file itself.

I heard of this problem once before ... and this was the solution in that case.
