According to the Relational Model a Primary Key must be unique, cannot be changed and may not be NULL, so the manual is right. You're confused by Teradata's Primary Index, which may be changed, may be non-unique and may include NULL.

There are lots of differences between real world DBMSes and the Relational Model ;-) E.g. according to Relational Model every table needs a PK, but not according to Standard SQL.
