Does N represents CPU seconds per AMP, or does N represent total CPU seconds for the session?

The value you specify for a milestone is the number of CPU seconds accumulated on a node. It will then change the Allocation Group for all AMPs on that Node (but not the other nodes until they each hit the milestone).
