I have doubt on spool space and Temporary space limits mentioned for a DATABASE (NOT USER) .

How they are used?

Normally when we use Temporary tables created in a particular database, USER using the Temp tables will get space from his not from the Database in which temp tables are created...

Similarly spool space...Users will not be allowed to exceed the limit mentioned for them.

What is need of mentioning these limits at DATABASE level? Is it not enough if we just mention at USER level.

I am slightly confused here...Can any one help me in understanding this?
