It's a physical Design change. It's supposed to be completely transparent for the applications and I should argue that only applications with specific COMPRESS specifications should be tested. Applications that do not include COMPRESS when specifying requirements or behavior don't need to be tested, since they didn't specify COMPRESS requirements from the beginning.
