The user has no understanding of what compression will do for them. Perhaps you need to provide them with a little training in this area.

Is it a design issue, yes, but I really is transparent to the end user. Testing should only be done by the DBA to ensure that the compressed fields return the correct expanded field when selected. To put the whole through another round of testing would be overkill and really unnecessary.
