What do the different AMP and PE states in PMON indicate?

When a session shows the AMP active and the PE dispatching, I recognize that the AMP is doing work on behalf of a particular SQL.

But when the AMP is idle and the PE is dispatching what is going on? I know that would be the time the parser is doing his thing, but what else is done in that state. I ask because I see sessions staying in that state for a long (minutes+ period). Is this a symptom of a saturated system in flow control?
